A 19-year-old man is facing a terrorism charge after he allegedly broke into the office of a NSW Labor MP with knives and tactical gear.

Jordan Patten walked into Tim Crakanthorp's office in the heart of Newcastle's CBD on Wednesday carrying his weapons and wearing a tactical vest and helmet.

It was around noon when the police were called, finding Patten at the nearby Newcastle Museum.

Officers pointed Tasers at the teenager before he was arrested and taken to Newcastle police station, where he was charged with one count of carrying out acts in preparation or planning a terrorist act.

Police allege that a document containing Patten's manifesto was sent to various public figures and the media. Police have not disclosed its contents, but sources who have been briefed but are not authorized to speak publicly say it contained neo-Nazi material.

He will face court later on Thursday.

Police say there is no ongoing threat to the community.

“I understand there has been an incident in Newcastle today,” a statement from Crakanthorp, the MP for Newcastle, said on Wednesday.

“I have spoken to the police and they are managing the situation and have assured me that no one has been injured.
