He scattered elements of humanity into the underground vaults while others struggled to rebuild civilization on the surface. In 2189 the western part of the United States did just that. Its people began to rebuild society with a functioning government known as the New Republic of California. Over the years, the highly functional, welcoming and (mostly) just NCR pushed its boundaries. However, at the time of Negative consequence TV series, it was no longer the beacon of prosperity it had once been.

When the New Republic of California appeared for the first time in Negative consequence Franchise?
Players first heard about the NCR and its capital Shady Sands at the end of the original Negative consequence video game. Then the New Republic of California appeared Fallout 2, which takes place on the West Coast. The powerful government was also mentioned in the third and fourth installments of the franchise, but played a major role in Fallout: New Vegas.

How did the NCR start? Who founded the New Republic of California?
The NCR, whose official flag is a version of the original California state flag featuring a two-headed bear, can trace its origins back to the hoarding in Vault-15. Most of the members of the very diverse underground bunker left the vault behind in 2097 to live on the surface. There they used Vault-Tec technology to build thriving, self-sustaining communities, one of which was Shady Sands (established in 2142). The city was ruled by the former Vault dweller Aradesh, who ensured the safety of the community by defeating the local tribes of raiders (some of whom came consisted of his former cohorts from Vault 15).
With the help of his daughter Tandi, Aradesh oversaw the growing prosperity of Shady Sands. Then, in 2186, Shady Sands and other nearby communities formed a trial council government with the goal of eventually forming a functioning republic. three years later, five “states” signed a formal constitution creating the New Republic of California. Aradesh would serve as the first president of a nation that would become the largest and most powerful government in North America since the Great War.
Aradesh was the first president of the NCR, but he mysteriously disappeared seven years into his presidency. His disappearance is particularly notable because he was a) interested in the abandoned Vault-13 and b) this is a world where people can later appear/live for centuries as a ghoul, a brain connected to a computer, in life support pods . , or be awakened from stasis.
After he was declared dead, his daughter Tandi was his successor for 52 years. Three other presidents (at least) served after Tandi, who had been a truly transformative leader.
What was the form of government of the NCR? Negative consequence?
The Republic of New California was just that, a federal democratic republic based on the old United States. A president of the executive branch (called the Council) served as head of state. The NCR also had a senate directly elected by the citizens. Members of Congress then elected the president, vice president, and executive cabinet for five-year terms without term limits. Despite being a democracy that included a judiciary that enforced government laws, NCR presidents often had little say in implementing their policies.
The NCR had easy and straightforward immigration laws and processes (for non-violent people), which helped increase its number of official citizens. It also had a formal process of uniting tribes and communities, which expanded its borders. The Republic of New California also had a powerful, advanced, and standing military made up of volunteers and conscript members.
And the diverse and welcoming nation sheltered non-citizens and non-humans alike. It welcomed mutants and ghouls into the country, where NCR laws and courts protected them even before they became formal citizens. The republic, which passed equality laws banning almost all forms of discrimination, also strictly enforced the separation of church and state, but allowed the free practice of non-violent religions.
The government even had a State Department to establish formal links and communications with other governments and groups. And he also built roads, railways, forts and other forms of infrastructure, which he supported with a formal currency.
What was life like for the citizens of the NCR?
After only one century, which saw her defeat the Brotherhood of Steel in direct combat, the NCR was firmly established as a beacon of the wasteland. What areas did the NCR control?
At its height, the NCR, free of drugs, slavery and sex work, extended its borders from southern California to as far north as Oregon. It also expanded into Nevada and the Mojave Desert, only not all of its eastward movement was freely given by people asking to join. The NCR adopted an imperialist expansionist policy. This led him to take control of the Hoover Dam, although he did not attempt to conquer New Vegas. Instead, he entered into an alliance with the city, which he also intended to protect.
The Hoover Dam was a source of clean water and energy, both of which greatly improved the quality of life for the citizens of NCR. We don't know exactly how many government officials died in the Shady Sands explosion. In reality, we don't even know if the NCR's borders have shrunk much since then Fallout: New Vegas. However, things aren't exactly looking good for the Republic of New California. Moldaver (who might have been its newest president) ran a much smaller NCR out of the old Griffith Observatory in old Los Angeles. Was that small entourage all that was left of the once mighty NCR? The Republic of New California had established outposts on its borders. It had an army, resources, technology, and many citizens who had built a quality life for themselves thanks to the NCR. Even without Shady Sands, the nation had the necessary infrastructure to withstand an attack and rebuild quickly.
The New Republic of California is gone forever Negative consequence?
The NCR may no longer exist. Or maybe there are more than remnants of the NCR still in operation. He could have moved his politicians and military elsewhere. At least he has allies around here. (Someone helped Moldaver.) If it still exists anyway, it might be the only group powerful enough to save the world. He could face both the Brotherhood and Vault-Tec.
More importantly, it might be the only group that can do something revolutionary. It could help humanity establish a truly free and just society for all. Hopefully this time he will only do it with people who want to join.
